Click Start | Run | and type the following command: and press Enter

"Rundll32 IedkCS32.dll, BrandCleanInstallStubs"

Remove IE/OE Branding:

Have a look. Ever sice I got my new PC that is what IE
looks like. It looks awful, I tried re-installing to get
rid of it but because it's an OEM it wouldn't budge.
Anyone know how to get around this awful background?
