Unwanted HELP message

After a restart, the Windows Help and Support window pops up.

Why Can't I get Help for This Program, it says.

I have no idea what program. I've gone to Options an unchecked the two boxes
in Settings.

Do some clean boot troubleshooting to see what's triggering this. The
principles are the same between XP and Vista.
