I am plagued with unsolicited download offers. These
things pop up at any time offering to download some
software that I have not requested.

How can I block these actions?

If you wish to solve your pop-up problems once and for
all, consider purchasing and installing a third-party program
designed to do just that:

-- Includes prevention of annoying web pop-ups
-- Includes Parental Controls

My problem is not with unsolicited Browser windows but
with Download dialog boxes. The dialog box asks for
permission to download a program.

I have StopZilla loaded and it works with browser windows,
but not download dialog boxes.
