Unresponsive button

New Dell computer with XP. Both tutorial and handbook
describe that the Help & Support Center can be accessed
by clicking on Start and then on Help and Support.
However, doing it results only in returning to the
desktop. The computer used by the technician who
explained on the phone the long process needed to get to
the Help and Support Center explained that he has the
same experience.

Microsoft's responsibility to make it work, not Dell, who
made the computer. I guess my question really is, when
will Microsoft correct the OS so that the button will do
what Microsoft claims it's supposed to do?

Are you able to launch Helpctr.exe from RUN box? (In other words, the Start Menu Help link is alone not working?)

No, even i see nothing when i clicked the one in the pchealth in the folder window

I've noted that you've tried some of the steps listed there. I suggest you try them one by one, as this problem may be caused by many factors (service failures, missing registry keys, DLLs etc). Helpctr -regserver command helps most users.
