Unrecognized Hard Drive

Windows XP is not able to "see" a second HD I added to my HP a305w-b system. Windows Device Manager sees it and says it is working fine, but Explorer and My Computer can not see it. The second hard was previously formated with Win 98. I have already checked the jumper settings.
 
Go to run,type:cmd
At the curser type:DiskPart
Then type:list disk and/or: list volume
If its installed corectly,it will show up,also in DiskPart type:HELP for cmds
When thru type:EXIT
 
I'd try formatting it again with XP.
