Unknown Virus, Please Help

Tesla Coil

Hey,

This virus is on an XP Pro system.
The unknown virus has made the following changes:
1. The desktop is full of new spam type icons, i.e. porn & gambling
website shortcuts
2. No task bar or start
3. "Task Manager diabled by Admin."
4. No right or left click function

I remember a very okd version of the icon thing, but this machine is
locked tight.
Has anyone seen this newer version, know its name and what did you do
to get rid of it?

I'm stumped.

Why the repost ?

Can you boot into Safe Mode ?

Can you logon as a different user ?
