Microsoft says that after you open a file that's located on a file server
share, a shortcut is automatically added to my network places. It seems that
that share doesn't necessarily have to be on your local network - my
personal website is listed there after editing some files directly using
frontpage.
I'm assuming bf_bancos is a share on the bank's site, if you enter
http://www.federativo.bndes.gov.br/bf_bancos into your browser you get the
"you are not authorized to view this page" rather than "page not found"
error message.
I did a google search using the web address and found nothing except for
your posting so it may not be anything to worry over, but I'd post on a
security or antivirus newsgroup and

for confirmation
Run your upto date virus checker and spyware killer eg spybot, adaware. Make
a note somewhere of the properties of the shortcut then delete it. Check it
stays away after you reboot.
