unknown node on network

I have a machine that is causing a dupe IP. Yes, we use
static due to legacy apps.

When I ping the box I can't get a netbios name with the -a
switch.

I can ping it using the IP address.

I've tried nbtstat and netstat and I'm not able to find
this box. Really weird thing is that I can see the box is
connected to the server but I can't see it when I'm
looking for established sessions for the server.

We have very few MACs here and I'm wondering if it's a MAC
because I don't see a computer a/c anywhere.

Any suggestions? I know, dynamic is better but we can't
go that way. I need to get the netbios of this box so I
can locate the user and change the IP.

Well, it sounds like the node may not even be using NetBIOS so you may need
to track it down another way. If you have a router or switch, perhaps the
router/switch logs will show the IP address mapped to a router port. If
not, you can take a sniff and get the Mac address of the offending client
and check the router/switch logs.

My feelings exactly. I thought the box might not have it
running. I'll check and see about the switch logs.
