Unknown error modifying network settings permissions

Just recently got a new PC with Vista and only have an administration account
now.

Four main problems I am having:

1. Vista refuses to allow me to create additional users, I've tried all the
workarounds I could think of but to no avail.

2. I try to open help or many windows relating to help topics but all I get
is a brief window flash in front and it won't come up.

3. Vista will not give me permission to set up a dial-up connection to my
ISP, (wish I could get broadband here.) and I've tried every workaround I can
think of.

4. For some tasks, I get an address error when I try to make an
administration access/permission change. It basically says "Unknown
Permission/Access Error 0X00313".

I understand that there are many issues to be ironed out, but if I can't get
a connection to the internet, it's going to be very hard to update Vista on
my PC.
 
Is this an OEM installed system? In other words, did you buy it from someone
like HP with Vista already on it? It sounds like there is something on there
that is significantly harming your system.

Can you walk us through exactly what you did on one of these problems and we
can look at them one at a time? Pick one and give us exact steps and error
messages.
