Unknown directories being created

Every now and then a directory show us in the root of C and I do not know
what is creating it. Sometime the directory is even empty. The directory
names is just a bunch of number and letters.

etc.

I am able to delete the files (as adminstrator) and it does not seem to
cause problems. Any help determinig what these files are for, what is
creating them, etc will be appreciated. I also want to make sure that
deleting them really is not going to cause any issues.
