Most Windows XP Home installations come with FAT32 rather than NTFS - but
not all. If it is FAT32, boot with the Windows ME CD and begin the
installation process. Format the partition on which XP resides and install
ME to it.
If the file system is NTFS, your best bet is to delete the partition on
which XP resides, then create a new primary DOS partition and make it
active. You can use a file called delpart.exe to delete the partition.
Google for it, and download it to a floppy. Boot with a Windows 98 start up
disk, and at the prompt remove the start up disk, and insert the one with
delpart.exe. Type DELPART.EXE, and press the Enter key, then follow the
on-screen menu to delete the partition. You can also use it to create one,
or you can use FDISK on the Windows 98 start up disk. Create the partition,
format it, then boot with the Windows ME disk.
