Uniform Toolbars

I would like to make the toolbars throughout my organization uniform. I
have a toolbar that I'd like to exist on every toolbar, no matter what user
logs on. How can I do this? I've thought about making a script to just
push the toolbar contents into the Quick Launch, but I'd really like the
toolbar to expand and be organized, rather than just be a bunch of icons or
open up into an Explorer window.

What do you exactly want by saying "have a toolbar that I'd like to exist on
every toolbar"?

Sorry, please read "a toolbar that I'd like to exist on every taskbar." I
have put the toolbar on everyone's taskbar already, but what we need is for
anyone to be able to log on to any computer and have some uniform settings,
including this toolbar appearing on the taskbar. (It has some Word and
Excel forms, and a few office programs and databases.)

taskbar."

What about if you copy to "C:\Documents and Settings\All Users\Application
Data\Microsoft\Internet Explorer\Quick Launch"?

I think that would work except for one thing: I have the toolbar items in a
folder, and I'd like the whole folder available from the Quick Launch, but I
want the folder to expand and show the items inside, rather than just open
up in Windows Exporer. What would you suggest to get that to work?

Here's what I ended up doing:
I made a script to copy my toolbar to the All Users' start menu, so that
they appear above the Programs group. I then used group policy to force
classic mode on the start menus. That seemed to do the trick. It's not a
toolbar, but it's a uniform and easy place to access our set of tools!
