Uniform Desktop Setttings?

I'm installing new installs of Win XP Pro on several
networked PCs where i work.

As you may or may not know, when i user first logs into
the PC XP will create a new local profile for that user. I
DON'T want to use the default XP desktop wallpaper or
desktop settings (i want it uniform with my Win 2K PCs if
at all possible)

How do i make XP remember the settings and keep them the
same for all users that log in the machine? I know this
came be done with a roaming profile, but this may not be
an option for me right now. is there any other way?

If your computers are part of a corporate network, it is possible
that the network administrator can configure your computers using
the features of Group Policy. The Group Policy settings applied by
your network administrator take precedence over any of the Group
Policy settings you have configured on your computers.
