"undo" function permanently deleted files

I copied some files to a directory yesterday, modified them, then today I hit
ctrl+z and it turns out the last action I did it could undo was copying the
files. So it removed them and they don't exist anymore. Is there any way to
get them back because all the "undo delete" type utilities seem not to work.

So this is a terrible bug, right?
 
The fact that undoing a copy causes "permanent deletion" is terrible design.
Why not move to Recycle Bin? Why not offer an option to disable "undo" in
Explorer (it causes way more problems than it offsets in usefulness. hit it a
bunch and you have absolutely no idea what it's doing)

this thread is now about how having an undo function that permanently
deletes files is a bad thing

I tried to re-create what you are describing. When I hit CTRL+Z I get a
dialog box that states "Are you sure you want to permanently delete these
files"?

If I click Yes, I can still go back and retrieve the files using the Undo
command. (CTRL+Y).
