Why when I send a mail to more than one address outside my
organisation does it appear with undisclosed recipients in the to:
filed when they receive it?

similarily, when I receive a mail from outside my org that has been
sent to lots of addresses, why does it say undisclosed recipients in
my to field?

The latter is because the sender put your name in the Bcc field and their
Email client placed the phrase "Undisclosed Recipients" in the To field.

I would say the same about you putting recipient addresses in the Bcc field,
but Outlook does not put "Undisclosed Recipients" in the To field, so you
can't beusing Outlook, so your question belongs in another newsgroup.

I've been assured by the people that are sending me mails that they
are not using BCC

I'm also definitely using Outlook

It sounds like you're using Outlook *Express*, not Outlook, as Outlook
does not put 'Undisclosed Recipients' in the To: field.
