Undelete

I accidentally deleted a file that I thought was backed up, and subsequently
emptied my Recycle Bin. Does anyone know of a commercial utility that can
search for an undeleted file? The problem is complicated by me not being
able to install any program on my hard drive, because it is a govt computer.
The application has to load from a CD or diskette and allow me to search for
the file on my hard drive from there, and then undelete it. This is a very
important file. Help.
 
Once you empty files from the Recycle Bin, those files are
usually permanently deleted from your computer.

This fits on a floppy - indeed is best run from there so as to avoid
writing to the disk concerned if you can possibly avoid doing so. There
is bound to be a danger though that a deleted file has got overwritten
