There is. You can download demos of commercial undelete software. These
demos are supposed to give an accurate prediction about whether specific
files can be recovered or not.
If your files went into the quarantine folder, they are simply renamed, and
relocated. I've posted advice before that there are utilities available
which should be able to re-name MP3 files, for example, based on the
content.
You can also send the physical drive out for data recovery. I've a neighbor
whose drive suffered an apparent electronics failure. He was able to
recover the data on the drive, but only after paying a hefty fee to the
drive recovery folks--he hasn't been willing to tell me but the low end of
the estimate was $400.
