Undeletable Folder in Start Menu

I'm running Vista Home Premium, and I'm trying to reorganize the programs in
my start menu (UAC is off for ease of moving files/folders; I am
administrator).
I've come across a folder that I can't move or delete. Whenever I try to
move it, I get an error that it cannot locate the file (The error message
says that the file is no longer located in
C:\ProgramData\Microsoft\Windows\Start Menu\Programs). Additionally, a
right-click menu does not appear for this folder (but it does for everything
else in the Start Menu).
When I go to C:\ProgramData\Microsoft\Windows\Start Menu\Programs that
folder does appear. However, I cannot delete it or move it. Trying to do so
results in a similar "unable to locate folder" message as before. Yet, I
can still open the folder, which is empty (hence why I want to delete it).

I've restarted my computer twice, and the folder still appears. I'd
appreciate any other suggestions.

The problem is usually some process on your PC locking the file or folder
without you realizing it. Fortunately there are several software solutions
to delete stubborn files.

My favorite app for deleting locked files is Unlocker. After installation,
the software is available from the right-click menu, making it easy to
access anytime you need to delete a file. When you encounter one of these
stubborn files, right click it, select Unlocker and see what's holding the
file hostage.

You are then presented with the options:

To kill the process tying up the file
To unlock the file from the process without killing the process
To unlock all processes locking the file without killing the processes

It's generally better to choose one of the latter two options. The first
option may involve killing a required Windows process.

Once the file is unlocked, delete it.

NOTE: YOU HAVE TO RUN THIS IN XP MODE.

Perfect. Interestingly, Unlocker said there was nothing tying the file up.
Why does it take a special program to delete a file?

Thanks for the help!
