Unchanging File Attributes?

Ok - so, this is a peculiar problem I have never
encountered. I have a read-only directory, I deselect
the read-only part and click apply, and click OK to all
subfolders, files, etc.(I do want all the files to NOT be
read-only) I click OK to exit the properties dialogue
box. I click properties; the read-only attribute is back
on. I have tried copying the directory to another place
on my hard drive and still the attribute reverts. I have
full access and admin privileges. Moreover, I can try
using the main Admin account and still the attributes
revert as soon as I close the properties window.

Background: I have disabled some services that I thought
were useless, but I can't think of any of them having to
do with this.

If this has been asked before, I apologize, but I didn't
feel like sifting through 151 pages of queries.

Asked frequently. Read Only can only applies to files not folders. You are not seeing it on, tick the box three times to see. Windows will not show nor allow change to the read only bit on a folder.
