unblock .exe attachments in outlook

Is there a way to unblock .exe attachments in outlook?

Hi, Todd. The only luck I've had is to rename the file extension and have
the recipient rename it back - which they will do IF they know and trust you
and the file you're sending. Might have better luck asking this in an
Outlook forum, too.
