Unble to Create new folders

The
'create folder" option under the file menu is not on the drop down,
and I am unable to create a new folder under Windows Explorer. It has
also disappeared from the right click option. How can I restore this?

Type "REGSVR32 /i SHELL32" in the RUN box. Does it bring the option back?
