I had the same experience. What I found thru a little
testing is that W2K Server doesn't give an informative
message all the time when a user trys to change a pw and
the new choice doesn't meet the pw policy parameters.
Instead of telling them the pw doesn't meet the specs, it
just says you are not authorized to change your password.
Time after time, after I coach them thru constructing a
strong pw, it then works fine. I havn't found anything
indicating MS even knows about the bug... yet... Hey
MS!!! what's up with that?
I finally trained my users to practice making good
passwords by refering them to this site:
