unattened installation copies driver catalogs to root of c:

When using unattened installation the catalogs containing drivers mentioned
in unattened.txt are copied to the root of c:\. I don’t understand why.

Files and folders in the $oem$\$1 or $oem$\C are copied to c:\ during
install if OemPreInstall=Yes is set in the unattend.txt file
