Unabled to format external hard drive

I have a hard drive which I want to use as an external drive in a caddy when I try to format it I get this message "Windows has stopped this device because it has reported problems. (Code 43)" anyone any Ideas. The drive is a Samsung HD154UI 1.5GB drive.
 
Have a look at THIS link. It has a few tips on how to sort out Code 43.

And then at THIS link for diagnostic tools to look for faults. Or visit Samsung website for one of their tools. Hope this is of help to you
