If you need an answer I think you are going to have to provide a lot more
details
about your setup and symptoms.
First of all are we to assume that you are discussing a problem using
the web interface to newsgroups?
Then, does the problem happen when you aren't signed in initially?
Is your Passport setup to log you on automatically?
(In which case there could be an ambiguity about which "service"
was not available.)
Etc.
FWIW I was not initially signed in when I clicked on Reply while viewing
your message. I am not set up for automatic sign on, so I was prompted
for that and then eventually this Reply window was presented where I started
entering this reply.
Is the problem symptom going to occur when I click on Post?
Should I check the Notify me of replies box to properly simulate
your complaint?
In that case I believe there used to be a problem associated with the
Notification feature. Again, the messaage would be ambiguous because
it is non-specific about "service" and you would be trying to do more than
one thing at the same time. To be safe I would not use that box and
instead click on the Notify me of replies button later.
