unable to view or edit signature outlook 2003 error

i have tried all obvious solutions and nothing seems to work. i can create a
signature but it will not remain.
the only thing that jumps out at me is that i have noticed that there are
%APPDATA% folders all over the place. i am not sure what is causing that....

I have searched for a solution and have found some people with the same
issue but no solution that will work.

there are %APPDATA% folders all over the place, on the desktop, my docs, c:
drive.
it seems like there is a setting somewhere that is messing up these paths?
they don't all contain a signature file:

C:\Documents and Settings\Administrator\My
Documents\%APPDATA%\Microsoft\Templates\%APPDATA%\Microsoft\Office\Recent

C:\%APPDATA%\Microsoft\Office

etc, etc...

i can find this location that contains sig files:
C:\Program Files\Common
Files\System\MSMAPI\1033\%APPDATA%\Microsoft\Signatures

but still doesn't work. when i go into options and try to edit or view the
sig i get "unable to view or edit signature"

i also found this location but it is empty:
C:\Documents and Settings\Administrator\Application Data\Microsoft\Signatures
 
Whoa. Something is definitely goofy. Sigs are supposed to be at
C:\Users\username\Application Data\Microsoft\Signatures
in winxp, this should be the correct location - if you have sigs, they would
be in it:
C:\Documents and Settings\Administrator\Application
Data\Microsoft\Signatures

the quick way to get to the app data folders is by typing %appdata% in the
address field of windows explorer then browse for the folder you need. Or,
if you know the path in app data, type (or paste) it in the address field:
%appdata%\Microsoft\Signatures

That's how appdata works - but why you have it everywhere, I have no idea.
I'm sure it’s the cause of your signature problem though. I think you need
