Unable to view changes on Website

I am using FP 2003; when I finished with all the neccessary editing to my
webpage, and saved all the changes. I am able to see the changes from the HD,
but not on any internet browser.

Is there a step-by-step procedure that needs to be done, instead of opening
the webpage and then saving it after all the editing is done?

Every single time you make changes, you have to upload the changes to
the server the same way you did it originally. You either "published"
it to the server or you "FTP" it to the server, so which was it?
