Unable to use XP fax program with Hi speed internet

I am using Quest high speed internet service along with
XP fax program. When attempting to send a fax, fax
monitor indicates- "No Dial Tone". Disconnecting Quest at
the usb port and reconnecting to a dialup service results
in monitor response "pending". Please advise how to
configure to function.
