Unable to use Windows Update or browse SSL connections

Using XP Home & IE6 WITHOUT SP1, trying to get there, but update won't
work.

This started with the sudden inability to browse ANY SSL site with
IE6, when trying to update went from the infinite "Try Again" messages
to the current "your current security settings prohibit running
ActiveX controls", followed by "you must be an Administrator". I AM an
administrator on this PC, it is the only profile, and shows up as
being an administrator under User Accounts.

I am at my wits end, nothing works. I have tried everything in every
one of these sites:

Please don't tell me to lower my security, delete the ActiveX
controls, reset the Advanced options, disable certificate settings,
change my clock, or reinstall everything.

All I see in Google is people just reposting these KBs and other
sites, no one seems to have cracked the code.

Can anyone please help?

Both could be related to Proxy Server - not sure if it applies in your case
