Unable to use url links in e-mail messages.

When I click on hyperlinks embeded in e-mails (outlook 2003) I've received
the following error message appears: This operation has been canceled due to
restrictions in effect on this computer...

I recently reinstalled firefox 1.01 (default browser) and reinstalled
IE6.0.2900.2180.xpsp_sp2_rtm... Prior to re-installation of IE I began
receiving the above message.

I'm running win XP sp2 (auto up-dated), office 2003 professional, firefox
1.01, spybot S&D, norton AV ver 7.6 corp and long list of other software.
I've checked the registry for security settings and we do not use system
policies to restrict access.

I am the network administrator for the domain/forest.
