Unable to use temporary internet files

Ok I'm having a huge problem with IE 6. IE won't save
any temp files or cookies so my browsing experience has
become extremely limited. I tried to go to Internet
Options and change the amount of space to use but when i
try to give it an amount (like 140 mb) it says I need to
select a value inbetween 1 and 0, which makes it
impossible for me to save cookies or even download
anything since it can't save to a temp file first. Does
anyone know how to fix this? I tried installing another
version of IE but it won't let me because I have the
latest version. Any help would be appreciated! Thanks!

Cannot Change Temporary Internet Files Cache Size

I tried to go to the command prompt and delete what was
in those folders as specified but in XP none of those
commands work. When I type smartdrv it says that its not
recognized as a command, same thing when i type deltree.
Is there an alternate way to do this in XP? I have a
bunch of files in my Temporary Internet Files folder but
they are all hidden inside a subfolder and I can't delete
them. Thanks!
