Unable to use Safe Mode to boot

Hi,

I'm working on a PC running WinXP Home User. It refuses
to boot either normally or to safe mode. There are no
restore points I can use either.

Is it possible to recover the system using the Recovery
Console? If it is, a few pointers on how to do this
would be much appreciated.

Unfortunately it's not my machine so I don't know it's
history. Since realised that the partition looks to be
trashed. Even in recovery mode I'm unable to get a
directory listing of the c:.
