unable to turn off computer

After installing a US Robotics PCI fax modem in place of a
Diamond and downloading all available XP updates, my
computer will not shut down either via windows or the
front power switch. It goes through the usual power down
sequence but boots right back up again just like it would
before when using the restart mode. The only way to turn
it off now is with the main power switch on the back of
the computer. Any help on this would be greatly
appreciated.
