unable to synchronize e-mails to phone

I upgraded from Outlook 2002 to Outlook 2003 and am unable to get hotmail
e-mails to sync with my pda. I use Microsoft Active Sync. The e-mails
download to outlook in a hotmail folder

Hotmail folders cannot be your delivery location unless you're using Hotmail
Premium and Outlook Live, and ActiveSync will sync only with your delivery
location folders.
