"Unable to start program" error when debugging on device

Hi all,

I am getting the following error when I try to debug my
application on a pocket pc (ipaq 5500) device:

Error while trying to run project: Unable to start
debugging.

Unable to start program 'C:\V2-
Prototype\dev\csharp\DemoTelevision\TVControlPoint\bin\Debu
g\TVControlPoint.exe'.


I've been looking on this board and others for a solution
but none of the solutions I've seen have worked for me.
I am using VS2003 Professional and activesync 3.7 (build
3083). I don't know what version of the CF, if it is
needed please tell me where to find the version. 99% sure
its at least 1.1

To answer some of the standard questions:
No, other applications cannott be debugged
No, F5 does not work, but CtrlF5 does
Yes, the files are being copied to the device, and I can
run them.
Yes, I have reinstalled VisualStudio 2003, and I also had
2002 installed prior (completely uninstalled prior to
installing 2003)
Yes, I am on a network
Yes, I have hard reset the ipaq
I have installed "Windows CE .NET Utilities v1.1 for
Visual Studio .NET 2003.EXE" which has allowed me to
connect to the device again, but still not debug it.
Yes, I can debug on the emulator

I tried the registry hack in the last article, but I don't
think the computer I got the registry from was unaffected
by the bug. I don't have anywhere else to get it from
though.
