unable to shutdown

My laptop re-starts each time instead of shuts down when I
tried to turn it off from Windows or pressing the switch
button. Could this be a software or hardware problem?

go to the start menu and double click Control Panel, then click Performance
and Maintenance, now click Power Options, in Power Schemes, change the
options to suit your needs.
