Unable to share printer on 2003 Server Web Edition

When trying to share a printer on 2003 Server Web Edition
message returns stating "Remote connection to Print
Spooler are blocked by a policy set on your machine". I
have edited some of the policy settings without any luck.
It is a stand alone server in a workgroup enviroment.
Does the Web Edition allow this functionality?
 
Web Edition blocks printer sharing.
