unable to send photos from windows vista email

i understand i have to contact my ISP provider, but I use a mobile device to
recieve the internet. who do i contact, i also use a hotmail email
address????

That depends on what the exact nature of the trouble is.
Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
