Unable to send email via Windows Mail

I am running Windows Vista
My mail version is 6.0.6000.16386
I have a tiscali email address but use SKY as my ISP (broadband)
I cannot send mail via Windows Mail but can receive!
the message that comes up is:
An unknown error has occurred. Subject 'test', Account:
'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Server
Response: '554 Sorry, your non-local IP address (90.212.88.182) is not
allowed to send email via me.', Port: 25, Secure(SSL): No, Server Error: 554,
Error Number: 0x800CCC6F

Is this happening because Sky and tiscali are not compatible?
Do I need to change my email address?
Can I fix this?

Try mail.sky.com as your SMTP server, or use smtp.sky.com if that fails?
Tools>accounts>your account>properties>server tab>apply/OK
 
Hi,

I had the same problem, and I solve just using other "door" to send the
email (from 25 to 587).
 
Tiscali does not want you to use their SMTP server when you
are connecting from a non-Tiscali connection.
Why don't you simply substitute Sky's SMTP server?
