Unable to see Files and Folders in Windows Explorer

I have a Windows 2000 Server (SBS2000) that is SP3 that is not showing any
Drives, Folders or Files when opening Windows Explorer. In fact I get a grey
bar where the tree should be. I have looked at

but this has not helped.
