UNABLE TO RUN MSCONFIG & HELP&SUPPORT THRU' START

A. I can run msconfig only if i go to the
C:\WINDOWS\PCHealth\HelpCtr\Binaries location where it is. I cannot
using the Run option on the Start Menu

B. I cannot open the help&Support link on the start menu..get the
error "Windows cannot find helpctr.exe...", although the file is
located in : C:\WINDOWS\PCHealth\HelpCtr\Binaries

C. I have the foll. in my registry :

i) Key Name:
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Applications\helpctr.exe
Class Name: <NO CLASS>
Last Write Time: 6/24/2003 - 6:14 AM
Value 0
Name: NoOpenWith

Missing "App Paths" might be the cause.

"Help and Support" link from Start Menu does not work:
http://www.mvps.org/sramesh2k/startmenuhelp.htm

Applies to MSCONFIG.EXE as well.

Thanks Ramesh but it did not work..now what do I do ? Another problem
has cropped up. While browsing, pages full of junk characters show up
on the screen and then have to "refresh" for the legible page to
appear. The notebook (Presario 2596us) couldnt have a memory chip
literally going "bad" and causing this problem could it ?

Have you tried merging the whole REG contents?
Have you tried running Helpctr.exe from the folder where it resides?

Yes I did run Helpctr.exe from the folder where it resides ,Ramesh but
no luck...now what ?
