I apply this procedure in my gpo:
http://support.microsoft.com/?scid=kb;en-us;303153&x=9&y=7
to remove the security tab in windows explorer for the users in my
domain, via my gpo.
But I deleted this policy and now I can't redo the same policy to
retrieve the security tab.
Because of in the procedure it is a deny, when I deleted it, I can't
pass trough the deny when I made a new one.

Since that setting denies read to a group you specify I would do it again
but add the group you want to be able to see the security tab with allow
read permission. If you are unsure of the group check that registry key
permission on a computer that is currently affected. After users on those
computers can see the security tab again you can unlink the GPO. Registry
and File System settings stay even after the GPO is unlinked unlike
administrative template settings in Group Policy. --- Steve
