Unable to reset web settings

When I attempt to reset web settings on a pc, I get the error message:
"Unable to reset web settings." I've run HijackThis, selected and "fixed"
the following: R0 - Internet Explorer main start page, R1 - IE Default page,
and R3 - Default URLSearchHook. After fixing, and attempting to reset the
web settings, I get the same error message.

One note: I do not make any changes to the registry after "fixing" the above
items. Am I supposed to? After fixing those items with HijackThis,
shouldn't I be able to change the web settings at will?

What anti-spyware and anti-virus applications might you be running? Options
in several third-party applications disallow such changes. These include
Ad-aware's Ad-Watch, Spybot Tea Timer, SpywareBlaster, SpySweeper, Norton
AntiVirus, McAfee VirusScan and/or Antispyware, and recent versions of Zone
Alarm (Free and Pro).
