unable to recieve browser list

I'm having a flukey problem with my W2K Server. Last week
out of nowhere, I started to get these three error
messages in a row in the System Log:

Type: Warning
Source: Browser
Event ID: 8021
The browser was unable to retrieve a list of servers from
the browser master\\PDC on the network \Device\NetBT_Tcpip_
{SOME LONG ARRAY OF NUMBERS AND LETTERS}. The data is the
error code.

Typre: Error
Source: Browser
Event ID: 8032
The browser service has failed to retrieve the backup list
too many times on transport \Device\NetBT_Tcpip {same
number as above}. The backup browser is stopping.

Type: Error
Source: NETLOGON
Event ID: 5719
No Windows NT or Windows 2000 Domain Controller is
available for domain DOMAIN1. The following error occurred:
The RPC server is unavailable.

This causes problems because my Exchange 5.5 sits on this
box and after these three events occur they can't connect
into the Exchange server. They get a logon box into which
they enter their credentials, but no dice. I reboot the
server and everything is fine until these events occur
again.
These error messages occur in strict intervals. Most
recently it was EXACTLY 2 hours between each occurence.
There is usually a matter of minutes between the
individual events. It seemed to me to be a simple network
communication issue, but I can ping the PDC from my
Exchange box by both IP and computer name.
All my other servers are NT4 sp6 or 6a machines, so I've
thought it was an interoperability issue, but I see
nothing on the KB about that. This happen once before
about a month ago, out of the blue, and it seemed to be
fixed by importing an LMHOSTS file onto the Exchange
server. I tried reimporting after this most recent
occurence, but it didn't make any difference. I am using
WINS and DNS and have been pretty scrupulous going over
the DNS settings and know they are correct. I know the
LMHOSTS file is correct in syntax, with an (01B) entry for
PDC and the required 15 spaces in between quotation marks
and proper capitalization. My network is small, less than
100 users, so over utilization doesn't seem to be an
issue. I've rousted about the KB but haven't come up with
anything pertinent. I've suspected hardware, but have
connectivity on both machines.
Any help would be greatly appreciated.
 
Microsoft has a white paper titled "MS Windows NT Browser"
that may help you. It was written for Windows NT server
and is fairly verbose on netbios and browsing. I think
you can find it on Technet. I may be wrong but it sounds
to me like something is interfering with netbios on your
network. I would look first for services that are turned
off or not configured correctly.
