Unable to read other languages after update

Having clicked "yes" to the automatic update suggestions to my laptop, i
cannot read any other languages beside English when I restarted it.

The orginal language setting was Taiwan Chiense, and I'd already tried to
select the choice in "Region and Language", still it's not help.

All those words go into black rectangles in windows,
e.g when i right click the desktop, there should be a pop-upwindow for
setting the screen etc., ALL the Chinese here are not readable as they are
shown in black retangles instead of words.

What should I do for this case?
Is reinstall the only method? And how can I do so if it is necessary?

You can remove recent updates from Control Panel, Add or Remove
Programs. Just check the "Show Updates" box atop the window. That
might fix the problem..
