unable to read foreign characters

I went to a chinese website and was prompted with this
message:"To display language characters correctly, you
need to install the following language pack, Chinese
Characters Simplified." I was instructed to insert the
Window XP Home Edition CD, and when I click "install" and
got this message:"Setup cannot copy the file cplexe.exe.
Ensure service pack 1 CD is in the drive selected below
or provide the location where the file can be founded."
d:\i386\lang
 
I had the same problem when I tried to use Japanese and Chinese. IT asked me to insert my XP Pro disk but same message that it could not copy that file. Did someone reply to you on this? Please advise
