You should never copy anything to c:\ineptpub\wwwroot
- that is a reserved folder (for
http://localhost/) managed by IIS and the FP SE when applied
You should only be either
- opening the server based location as
http://localhost/ and adding / editing pages or subwebs in FP
- publishing from another FP web (disc or server based) to
http://localhost/
