Unable to Publish custom Contact Form to Public Folder

Can anyone please help...

I am trying to publish a new public contact form instead of the standard one supplied with Outlook 2003. I am logged on as the administrator. I create a new contact form through design form. After I have finished designing the form I go to publish it by clicking,Tools, Forms, Publish Forms... The "Publish Form As" box appears. I click Browse and select the PUBLIC folder I want it to be in and then I click Publish. I then get the following error:

"Unable to successfully publish the form due to a MAPI error. The form cannot be installed becasue you do not have owner permissions."

Remember - I am logged in as the administrator. What am I doing wrong?

Please any help you can give me will be MOST appreciated!

Being logged in as administrator doesn't necessarily mean you're a folder
owner. Did you check the permissions for that folder?
