Unable to Open the Outlook Window

I am getting the following message every time I try to log into it:

Cannot start Microsoft Office Outlook. Unable to open the Outlook
Window.
The set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists.

I re-installed Microsoft Office but it did not solve the problem. Can
anyone help me out ? I read elsewhere to run scanpst.exe on my default
file folders. I found scanpst but I dont understand how to run it on
default file folders. It ask what to run but I don't know where the
folders are to be found. Please help me! My wife is dying to get her
email back.

Your mail profile is not properly configure to find your data store (your
PST). See if this helps:
