unable to open secure web sites in int. expl. 6

I am unable to open secure websites in explorer 6 in
windows xp. I have tried to (start-run) the code from
article 194177 from support.microsoft.The code starts rin
dl32 ..etc. I recieve a message that states "error
loading setupbv.dll the specified module could not be
found'.
